Three cases involving Narconon Trois-Rivieres and other Scientology entities have been under investigation for nearly 3 years with no confirmed decision.
Re: “exploitation of disabled persons in care facility” – a 1995 case {Coutu (No 2) (1995), 26 C.H.R.R. D/3). The Quebec Human Rights Commission Tribunal stated:
“The legislation does not only address economic exploitation, but also concerns physical, psychological, and social or moral exploitation. The Tribunal rejects the argument that the residents or others consented to such treatment. There can be no consent or agreement with respect to exploitation.”
This case precedent differs only from the Narconon/Scientology cases, in that the case precedent involved an elderly care facility with disabled persons – both involve exploitation of handicap persons.
